Basic Qualifications:
Must have experience performing archaeological surveys, resource significance assessments, and mitigation measures.
Core Competencies:
- Bachelor's Degree in Anthropology, Archaeology, History or a related field or an equivalent combination of education, training, and experience.
- Typically possesses eight or more years of experience in anthropology, archaeology, history, cultural resources or a related field performing complex analysis, consulting, and providing recommendations.
- Demonstrated experience balancing and organizing multiple projects, including reviewing and documenting project progress, developing communication plans, and reviewing and updating project scope and progress.
- Demonstrated experience in the interpretation and application of California and federal laws and regulations protecting cultural resources.
- Demonstrated knowledge of heritage resources laws and regulations.
- Demonstrated ability to work well in a team environment.
- Demonstrated excellent oral and written communication skills.
- Demonstrated knowledge of how to create budgets for cultural resource compliance projects.
- Technically qualified for Federal Land Policy and Management Act (FLPMA) and Archaeological Research Protection Act (ARPA) permits.
- Demonstrated experience using Microsoft Word, Excel, PowerPoint, and Project.
- Must be recognized internally and externally as an expert in the field of archaeology, anthropology, or architectural history.
- Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks and safety appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.
- Must demonstrate effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation.
- Must demonstrate strong ethics, influence and negotiation, leadership, interpersonal skills, communication, and the ability to effectively manage stress and engage in continuous learning.
COMMENTS: Additional testing may be required as part of the selection process for this position. Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship. The primary work location for this position is San Dimas, however, the successful candidate may also be asked to relocate to, or work for an extended amount of time at Kern, Kaweah, Bishop, or East End.
Preferences:
- Master's Degree in Archaeology, Cultural Resources Management, or a related field.
- Demonstrated experience in cultural resource management in the utility and hydro field.
- Demonstrated experience in preparing and delivering environmental compliance training materials.
Typical Responsibilities:
This position will be a Senior Archaeologist in the Environmental and Regulatory Compliance group within Southern California Edison's (SCE) Eastern Hydro Division in the Power Production Department (PPD). The successful candidate will be responsible for managing the cultural resources element of multiple high profile capital and operation and maintenance compliance projects and programs. This position will be recognized as a subject matter expert in the field of archaeology, anthropology, or architectural history, internal to SCE and external within the industry.
Typical responsibilities will include: Interfacing regularly with SCE management, Business Unit personnel, the Corporate Environment, Health, and Safety group, project managers, regulatory agency staff, the Law Department, and Supply Management; providing in-depth analysis and recommendations for complex resource/regulatory issues that often lack precedent and require advanced scientific/regulatory knowledge to resolve; providing high quality environmental support to the internal stakeholders; negotiating with external regulatory agencies for approvals/clearances; developing and delivering environmental compliance training to inform and guide business unit activities; preparing budgets and organizing and performing pre-field and field research; establishing purchase orders with and providing guidance and oversight for
work of archaeological/historical consulting firms; reviewing, analyzing, and ensuring project data needs and regulatory requirements are met; identifying environmental effects, developing archaeological mitigation recommendations, and projecting alternative conclusions; preparing technical and strategic plans (e.g., overarching federal and state agreement documents); responding to emergency facility repairs on behalf of the Eastern Hydro Division (e.g., emergency repairs resulting from natural disasters); participating with other peer environmental specialists, business unit representatives and Corporate Environment, Health, & Safety management as a productive and cooperative team member; developing and executing internal cultural resource management programs prepared for the existing FERC licenses; and performing other responsibilities and duties as assigned.
