General Description
The incumbent of this is responsible for the Review and Compliance program for the American Samoa Historic Preservation Office under the administrative direction of the Historic Preservation Officer and the Deputy Historic Preservation Officer, Office of the Governor
Key Duties and Responsibilities:
Ø Responsible for writing replies to Federal Agencies regarding their Section 106 correspondence relative to Federally funded projects
Ø Responsible for assisting Federal Agencies with Section 106 compliance by offering advice on the most effective way to meet the Section 106 regulations. Related duties may include meetings and site visits with Federal Agency representatives
Ø Responsible for writing Programmatic Agreements (PAs) and Memorandums of Agreements (MOAs) related to Section 106 compliance issues
Ø Responsible for reviewing and providing comments on archaeological reports submitted by Federal Agencies to ensure that they meet the ASHPO report guidelines and other applicable standards
Ø Responsible for attending the Project Notification Review System major projects site visits and filing the site visit reports
Ø Responsible for attending Project Notification Review System Board Meetings
Ø Responsible for assisting with assigning site numbers to newly identified historic properties and providing site numbers to archaeologists who conduct surveys in the Territory
Ø Responsible for preparing or assisting members of the public in the preparation of National Register nomination forms and letters for significant archaeological sites and other historic properties
Ø Responsible for cooperating with and assisting overseas archaeologists, scholars, students, and associations with archaeological and historic preservation related information requests and queries, including logistical support
Ø Responsible for additional historic preservation related duties as assigned by the Historic Preservation Officer
Ø Additional duties may include assisting with archaeological surveys, assisting with site inventory data management, assisting with the writing of National Register nominations, assisting with Geographic Information System management and assisting with the State Historic Preservation Plan and legislative initiatives
Ø Responsible for project management related to archaeological surveys, National Register nominations, as assigned
Ø Responsible for supervising staff archaeologist and archaeological field crews
Ø And all other duties and responsibilities as assigned.
Knowledge and Ability:
Ø Knowledge of Samoan and/or Polynesian prehistory
Ø Knowledge of archaeological field methods; administrative procedures and regulations, especially related to the Section 106 36 CFR 800 regulations
Ø Knowledge of the U.S. National Register Program and the Historic Preservation Act of 1966, as amended
Ø Knowledge of computer word processing; database management, and Geographic Information Systems (Arch View)
Ø Knowledge of public information education; Samoan Language
Ø Ability to communicate effectively with agencies in the federal and territorial governments regarding archaeology and historic preservation issues, as well as professional and historic preservation organizations through written and oral mediums
Ø Ability to cooperate and interact well with others
Ø Demonstrated ability to carry research to completion
Academic and Experience Requirements: Applicant must have the minimum professional qualifications in archeology are a graduate degree in archeology, anthropology, or closely related field plus:
At least one year of full-time professional experience or equivalent specialized training in archeological research, administration or management; At least four months of supervised field and analytic experience in general Pacific archeology.
In addition to these minimum qualifications, a professional in prehistoric archeology shall have at least one year of full-time professional experience at a supervisory level in the study of archeological resources of the prehistoric period in the Pacific preferably in Samoa and/or Polynesian. A professional in historic archeology shall have at least one year of full-time professional experience at a supervisory level in the study of archeological resources of the historic period in the Pacific, preferably in Samoa or Polynesia.
